This document, issued by the U.S. Citizenship and Immigration Services (USCIS), confirms that the Italian ancestor never became a naturalized U.S. citizen. It is a key requirement in the jure sanguinis process, as it helps prove that the right to Italian citizenship was not lost. The certificate can be requested by submitting a G-639 form under the Freedom of Information Act (FOIA), either online or by mail. Once processed, USCIS issues a formal letter confirming whether or not a naturalization record exists.
